If the D and O in that stand for "Department Of..." then you have just proved my point. They contract out to the lowest bidder who inturn builds the crappiest **** known to man so that the idiot "Department Of (insert various .gov program here)" employee ruins it and they have to put out a bid to replace it. Wash, Rinse, Repeat...

In all fairness, I didn't really read the article except the part about how it leaves no slag as the gasoline 'burns' 100% of the metal yet acetylene only 70% (IIRC).
