I found that my radiator was clogged up a few months ago. So i bought a new factory style replacement. That immediately dropped my temp from
~220-230 normally down to ~135-150. (150 being on a hot day). My thermostat is a brand new 180*. Is there anything I can do to get the temp up to the normal operating range.

your tstat must be stuck...take it back and get a new one

I wish mine would do that. T-stats are cheap, try that first.

If the Tstats not stuck you can get a hotter one, the next step up is 195

is there anyway to test the t stat when it is not in the vehicle?

you could maybe try putting it in a pot and with some water , and boil it, if you have thermometer that goes up as high as your t stat should, this i ghetto but just might work, i heard this from kopecki btw.

thats a pretty common way to test them actually. just drop it in boiling water and see if it opens. if it does, it more than likely is opening at the right temp.
