I don't think I'd want to pay more than $1500 for it, but would that be a pretty reasonable deal?

Looks like a good samurai. The roll cage is a plus if it is done decent, as well as allready having 31s. The SOA could be good or bad depending on how it was done, some people can really **** it up. Doesn't say anything about axles so I would assume stock gears and open. I'd say if you can get it for $1500 go for it. A decent cage is worth about $500 and the 31s are worth a couple hundred, too bad they're street tires.

It says it's got vacuum troubles, which my uncle says probably means carb troubles also. Any idea how difficult that could be to diagnose/fix? My uncle and I don't have any experience with Suzuki engines, so we're kinda in the dark.

suzuki carbs suck the best way to fix the carb/vacuum problem is to switch to a different carb that bypasses all that S, ask jordan (savvyaggie) which one he is going to use.

On the the Zuk that I possibly am about to buy, you can bypassalot of that vaccuum crap. This one runs pretty decent, but I know that it is not the best. Weber conversion or a 1.6 EFI motor swap is prefered

Yeah I'd definitely want to swap to an EFI engine, whether it be a 1.6L or something newer, some people have even put Chevy 4.3s in there. The zuki forum I asked said to get more pictures of the cage and of the SPOA lift, so I will ask for those also.
