Are you going to bend the flat stuff up at school and get dougy to bend the tubing? That's how I'd do it!
Tubing will probably have to wait, since the bends aren't critical and the hoop is 2 different tube sizes with very tight diamaters (and mostly for show) I'm thinking a harbor tubing/pipe bender would work fine just fine. (unless someone in town has some 1.75 and 1 dies in smallish diameters and some material that doesn't have sentimental value)
