When welding on tanks, I usually use a 1:1 simple green/water mixture to slosh around a few times in it, then stick an air hose or use the exhaust port on a shop vac to blow in it to help displace...

For a 9/16"-18, you would drill a 33/64" hole, for a 5/8"-18, it is 37/64". The 37/64" hole should clear out all the cut 9/16" (36/64") threads I believe. Getting it to actually cut threads and...

For something that small you could use a piece of solid round stock and just drill the hole to the rightsize.
