12 gauge is good for 25 amps and should be fine. It would be cheaper to make a new cord for the welder. You could always hang on to the pigtail and return it to stock condition if necessary.

Here's the deal... You have two 120V legs going into your house. Some 120V circuits branch off of one leg and some off of the other. your 240V circuits for the dryer, heater, etc come from both...
Make sure that 208/230 is not three phase.
