    What determines when a burn ban is placed and when it is lifted? I am not trying to burn anything, but the dumbass down the road has a mountain of trash that has been accumulating for months. I know he is going to try and burn it.

    It is based off fuel to moisture data percentages. Not so much the actual percentage; that is to say that there isn't a threshold at which when the moisture level declines to does it trigger a ban; it's more based off a qualitative analysis of the rate at which the ratio is falling.

    Different authoritative entities do it a bit differently and they all manage their land independently so Texas Forest Service will be a bit different then TPWD and their decisions for implementing or lifting a ban will be independently based on their own data.

    TPWD collects fuel to moisture data on the two dominant canopy species of the area (so say ashe juniper and post oak) with samples taken from plants with a diameter at breast height of 4" or greater. A 10 oz sample of foliage is taken for each species type and then the moisture is removed at varying intervals of time by using an oven or microwave. With the sample being re-weighed after each session. When the weight change stops then you calculate the % of reduction and you can figure out your moisture to fuel ratio for that given area/species/time.

    There has been a lot of criticism in this technique as true randomization will never occur and large errors from technique and technician bias are almost inevitable.

    NOAA says that it has rained 0.85" of rain in Alto today so far. With more possible rain tonight, tomorrow, Tuesday, Wednesday and Wednesday night.

    Time will tell.
