stupid problem

seems international only had access to green and black wires when they built my scout. i cant get my friggin horn to work. i wired an lt1 into a 73 scout and i cant get my friggin horn to work. the relay goes click but no honk. im replacing the scout beep beep horn with one from a chevy truck. any ideas? one wire grounded and one hot wire when the button is pressed. the original had two wires coming in and then a ground. whats the heck are TWO wires for? i cant get a voltage from either of them when the horn button is pressed. if the relay clicks it should be good, no?

problem solved. it was the relay. i had another laying around and switched it out. what sucks is it still sounds exactly the same. argh.
