Dam, that's a great idea I think. I had devised plans for a bulky, expensive system to recapture lost heat energy, but this seems much better and very cheap.

While mechanically it seems neat, I dont think we need water to become as much of a comodity as oil...

It cools the cylinder, but heats and expands the water, giving a little more power from what I gather

Water is much cheaper. It wold need to be distilled though. After the water is turned to steam it goes outside where it will either recondense, or increase chances of rain.
try keeping your car clean with that much water on the road...

I was rading in my BMW magazine (still get one for some reason) where they have designed a steam assist for their gas cars. It uses the exhaust to produce steam and stores it to help get the car rolling...kind of like a hybrid.
and their new hybrid is pretty wild. their is no alternator. the ac compressor and water pump run off 12volt motors (no belts) and the batteries are like a couple of long sets of D-cells in the rocker area.
